EXECUTIVE & SUPPORT SERVICES
Provide leadership and management for all departmental performance programs in an efficient and effective manner.
CUSTOMER SERVICE
Address inquiries and provide adequate response to customer requests within our charter guidelines.
ADMINISTRATIVE FUNCTIONS
Effectively manage vendors and accounts payable, payroll and employee records, and provide support services for all departmental programs.
UTILITY BILLING ACCOUNTING
Provide billing related services as outlined in Sections 7.1 and 7.4 of the City of Harrisonburg Code of Ordinances.
FIELD SERVICES
Provide billing related field service in direct response to the requirements of Program 903.
ENGINEERING AND RECORDS
Provide the following:
A. Technical Assistance to Development Community
B. Technical support services to Department Staff
C. Design and construction management to Construction Improvement Projects (CIP)
D. Efficiently manage Engineering and Development records
E. Integral planning for executive, field utilities, billing field services and water purification upgrades
SUPPORT SERVICES
Provide administration, planning, and training support to Field Utilities. Includes interface with external customers.
WATER AND SEWER SYSTEM REPAIR
Provide efficient and effective repair to perform water and sewer system repairs to mains, services, fire hydrants, and valves.
PAVING ASSISTANCE
Provide planning and field assistance to adjust water and sewer appurtenances in coordination with paving schedules.
WATER SYSTEM RELIABILITY / ISO ENHANCEMENT
Provide maintenance to assure the reliability of operations through fire hydrant inspections, hydrant flow testing, valve exercising and small meter boxes inspections.
WATER ACCOUNTABILITY MANAGEMENT
Provide testing, inspection, and replacement of the system large meter inventory and leak survey of water main, with the purpose to reduce the unaccounted water loss within the system.
DISTRIBUTION SYSTEM WATER QUALITY MANAGEMENT
Monitor regulated and unregulated containments within the water distribution system.
SEWER SYSTEM RELIABILITY
Provide proactive sewer main cleaning for the purpose of providing uninterrupted service to customers and to avoid sewer spills to the environment.
SEWER SYSTEM INFILTRATION / INFLOW ABATEMENT; PHASE 1
Identify deficiencies in the sewer system by performing planned remedial action such as smoke testing and camera work.
EQUIPMENT AND VEHICLES
Provide preventive maintenance and repair on all small equipment and coordinate vehicular maintenance with the City Transportation Department
BUILDINGS AND GROUNDS
Provide preventive maintenance and repair to buildings and grounds, including dams.
MISS UTILITY
Locate and mark the Citys underground infrastructure, and then communicate the activity, in compliance with Virginia Underground Utility Damage Prevention Act.
ASSIST OTHER DEPARTMENTS
Coordinate with other city departments as needed. (Assist Public Works with snow removal and ice control including clearing access to fire hydrants and pump stations. Also assist Central Stores with inventory management.)
CONSTRUCTION NEW SERVICES
Construct water and sewer services in response to customer applications.
CONSTRUCTION PROJECTS
Perform planned Construction Improvement Projects and repair through contractual, city forced account, and capital outlay planning and monitoring.
PUMPS / SCADA / DISINFECTION / TANKS OPERATIONS
Provide reliable operations of 19 pump stations and 11 tanks including automatic control valves.
PUMPS / SCADA / DISINFECTION / TANKS MAINTENANCE
Provide preventive maintenance and repair for pumps, tanks, logical controls and devices.
WATER PURIFICATION OPERATIONS
Provide operators and supervision to perform in accordance with VDH regulations for operation and maintenance effectiveness.
WATER PURIFICATION MAINTENANCE
Provide supplemental staffing to undertake WTP preventive maintenance and repair, off site operation and maintenance of source assets and offsite sampling of distribution quality.
CAPITAL IMPROVEMENT PLANNING
Administration and planning to coordinate major construction activities for new facilities or to replace existing facilities.
